Adopted-vs-Actual Spending Tracker

Budget figures compared with audited actuals where both are published. Variances are computed live from the figures below. Where either side is not published, no variance is computed — nothing is estimated or substituted.

Flag bands are proposed, not decided. The variance flags below use 10% / 5% bands (≥10% LARGE VARIANCE, 5–10% Notable, under 5% Within range). Those bands are a prototype proposal pending the owner's confirmation — they are not an adopted standard. The dollar variances and percents are computed figures; only the band labels are provisional.

1. Dougherty County, Georgia — FY2024, General Fund — REAL PAIR

Budget-side label, exact: Dougherty County publishes no standalone adopted budget book. The budget figures below are the “Original” budget columns from the audited financial report’s budgetary comparison — not a separately adopted budget. Source: Financial Report, Fiscal Year Ended June 30, 2024 — Dougherty County, Georgia (Mauldin & Jenkins, Independent Auditor’s Report dated January 28, 2025) — Budget (GAAP Basis) and Actual — General Fund, pp. 13–14. Dashboard: georgia/dashboards/dougherty.
Note: the dashboard also states total expenditures were $2,560,583 under the final budget. This tracker compares against the original budget column only, so the bases are never mixed. The revenue lines shown are the page’s own “of which” lines and do not sum to total revenues — other revenue lines are not in this extract.

2. City of Conyers, Georgia — FY2025–26, General Fund — ADOPTED ONLY

Actual not published — no variance computed. Adopted General Fund: $28,126,195 (total expenditure budget $43,226,548; Ordinance No. 1419, adopted June 18, 2025). The Conyers dashboard carries zero mentions of actual figures; FY2025–26 actuals cannot exist yet in published audited form. When the FY2025–26 audit publishes, this row gains an actual column and only then a variance. Dashboard: georgia/dashboards/conyers.

3. Fulton County, Georgia — FY2024 — ACTUALS ONLY

Adopted budget not published — no variance computed. Audited actual published: total governmental expenditures $1,213,074,000 (FY2024 ACFR, year ended December 31, 2024). The Fulton dashboard states the county publishes proposed budget books but no adopted budget book, so there is no adopted side to compare. An actual without a budget is displayed, never compared against an invented budget. Dashboard: georgia/dashboards/fulton.

Coverage

This release covers 3 jurisdictions: 1 verified budget-vs-actual pair (Dougherty County) and 2 verified one-sided displays (Conyers adopted-only, Fulton actuals-only). No other dashboard is shown as a pair until its figures are verified the same way — same fund, same fiscal year, both sides checked verbatim against its dashboard page. A dashboard merely mentioning an adopted figure and an actual figure is a candidate, not a pair; see the fleet report for the candidate count and the expansion method.
