Millage & taxes — tax year 2025
Adopted millage rate for tax year 2025: 13.5 mills. The General Fund detail in the budget book carries the following tax revenue lines:
| Ad Valorem | $15,000,000 |
|---|---|
| GO Bond | $1,475,000 |
| Salem Gate TAD | $250,000 |
| Motor Vehicle | $440,000 |
| Intangible | $85,000 |
No printed total tax levy line was found. The five lines above are shown individually and are not summed into a labeled levy on this page, because no official total levy figure was verified.
No tax calculator on this page. The verified 13.5 mills is the city rate only; no total applicable millage (city plus county plus school) was verified from official sources, so a city-only calculator would mislead and is omitted.

Livability, housing, schools & neighbors — standard pass
The livability index, housing prices, schools, neighbor comparison, elected officials, and weather sections come in the state’s standard pass and are not fabricated here. This page carries the verified adopted budget only.
Colors: this page uses a neutral theme; the colors pass is separate. Hero photo: no verified hero photo is on file for Conyers, so this page is photo-less. A candidate (The Pointe, Olde Town Conyers, Railroad Street at Commercial Street) has its place identity proven but its license badge was not legible in a text fetch; it is an open photo item and is not used here.
Disclosures & gaps
- Conflicting printed total: page 107 of the budget book prints “TOTAL BUDGET $47,774,212.” That figure is not used as the total on this page: it appears to double-count the $4,547,664 Capital Projects / SPLOST amount, which is already inside the reconciled $43,226,548 total.
- Other non-totals, not substituted: the ordinance-only sum of $33,595,004 excludes enterprise and SPLOST, and the page 108 “All Funds Combined” figure of $36,344,801 carries a footnote excluding SPLOST, general-obligation, and TAD amounts. Neither is the total.
- Vote on Ordinance No. 1419 (verified from the minutes): June 18, 2025 council minutes, Council Chambers, 901 O’Kelly Street, 6:00 p.m.: motion by Council Member Gerald Hinesley, seconded by Council Member Charlie Bryant; “All members present voted aye” and Mayor Evans declared the motion carried. The minutes print no numeric tally, no individual ayes, and no nays or abstentions, so no count is claimed here.
- Prior year adopted: the FY2024–25 budget was adopted by Ordinance No. 1365 on June 5, 2024, effective July 1, 2024 (signed Mayor G. Vincent Evans Jr.; attested City Clerk Christina Heyman; approved as to form City Attorney Carrie L. Bootcheck). General Fund $26,210,700, revenues equal to expenditures. The ordinance pages print no vote tally.
- Duplicate listing unresolved: the Finance / Budget page lists FY2020–21 twice. That listing discrepancy is out of scope for this page and is not resolved here.
- No printed total levy: see the Millage & taxes section. No tax calculator: see the same section.
