City of Troy, Kansas

A Kansas city audit dashboard - audited actuals for the year ended December 31, 2025, not a budget, not a forecast.

Basis — read this first: every figure on this page comes from the City's audited financial statements for the year ended December 31, 2025, prepared on the Kansas Municipal Audit and Accounting Guide (KMAAG) regulatory basis. The auditor gave an unmodified opinion on the regulatory basis and an adverse opinion on U.S. generally accepted accounting principles - the standard KMAAG departure, because the regulatory basis does not record capital assets or long-term debt. These are audited actuals, not budgeted figures.

Sources & notes

  • Only source used: City of Troy, Kansas, Financial Statements, year ended December 31, 2025 (CPA report dated February 27, 2026). Read the audit (PDF).
  • Sum checks: the reporting-entity walk (beginning cash + receipts - expenditures = ending cash; plus encumbrances = unencumbered), the General Fund receipt and expenditure components, the fund-table receipts and expenditures columns, and the debt components (bonds + leases) all reconcile exactly to their printed totals.
  • Cash composition: Exchange Bank & Trust certificates of deposit $238,500; First Option Bank checking $1,410,039 and certificates of deposit $457,000; petty cash $400 - totaling the $2,105,939 unencumbered balance exactly.
  • What is missing: no capital-asset, net-position, or pension-liability figures are reported - the KMAAG regulatory basis does not recognize them.
  • City palette: no verified City of Troy palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a city color.
