Sources & notes

  • Only source used: City of Phillipsburg financial statement with independent auditor's report, year ended December 31, 2025 (Varney & Associates, CPAs, LLC; September 28, 2026; unmodified opinion on the Kansas regulatory basis, adverse opinion on U.S. GAAP), via the Kansas Department of Administration state portal. Read the audit (PDF). The inventory record's source URL spells the host with a capital J; the working address is the same state-portal path on admin.ks.gov.
  • Sum checks: General Operating $410,473 + $1,576,485 − $1,447,878 = $539,080 and + $22,049 = $561,129; General Operating receipts components sum to $1,576,485 and expenditure departments plus transfers sum to $1,447,878; debt $273,950 + $935,000 = $1,208,950 and $1,858,885 − $649,935 = $1,208,950; cash $6,531,553 − $36,153 = $6,495,400. All verified by addition.
  • Discrepancy disclosed, not smoothed: the entity walk as printed sums to $4,753,608 ($5,198,698 + $7,337,391 − $7,782,481), which is $1 below the statement's printed ending unencumbered balance of $4,753,609; the printed $4,753,609 plus $1,741,791 of encumbrances and payables equals the $6,495,400 ending cash used on this page. The $1 difference is left as printed.
  • City palette: no verified City of Phillipsburg palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a city color.
