City of Ottawa, Kansas

A Kansas city audit dashboard - audited actuals for the year ended December 31, 2025, not a budget, not a forecast. This is the CITY of Ottawa, the seat of Franklin County - not Ottawa County, a different government.

Basis — read this first: every figure on this page comes from the City of Ottawa's audited financial statements for the year ended December 31, 2025 (audit report dated April 29, 2026), prepared on the KMAAG regulatory basis. The auditor gave an unmodified opinion on the regulatory basis and an adverse opinion on U.S. generally accepted accounting principles - the standard KMAAG departure. These are audited actuals, not budgeted figures. The Ottawa Library is a related municipal entity audited by other auditors, and its figures are shown separately below; a revenue neutral rate hearing was held for this year. The city was founded in 1864, incorporated in 1866, and operates under a city-manager form with an elected five-member commission.

Sources & notes

  • Only source used: City of Ottawa, Kansas, Financial Statements, year ended December 31, 2025 (audit report dated April 29, 2026). Read the audit (city archive).
  • Sum checks: the reporting-entity walk, the primary-government walk, the Library walk, the cash composition, the fund-table unencumbered column, the General Fund receipt and expenditure components, and the debt components all reconcile exactly to their printed totals. The interfund-transfer total of $7,521,615 is reported as printed and is not claimed as sum-checked.
  • Cash composition: Kansas State Bank checking $4,512,938, money market $8,934,304, and certificates of deposit $2,000,000; Kansas Municipal Investment Pool $1,207; Bank Midwest checking $17,997; OakStar Bank money market $18,974,447 and certificates of deposit $7,000,000; GSSB Bank certificates of deposit $1,000,000; petty cash $3,527; Library checking $357,047, equity investments $867,443, and petty cash $140 - totaling $43,669,050, less agency funds of $124,378, giving the $43,544,672 unencumbered balance exactly.
  • What is missing: no capital-asset or net-position figures are reported - the KMAAG regulatory basis does not recognize them.
  • City palette: no verified City of Ottawa palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a city color.
