City of Oswego, Kansas

The county seat of Labette County, presented through its audited financial statement for the year ended December 31, 2025.

Basis — read this first: every figure on this page comes from the City’s audited financial statement for the year ended December 31, 2025 (Jarred, Gilmore & Phillips, June 2026; unmodified opinion on the Kansas regulatory basis, adverse opinion on U.S. GAAP). The audit’s summary statement and long-term-debt note did not extract legibly, so no citywide total and no debt total are claimed — see Sources & notes.

The Library Fund’s $27,758.00 in receipts against a $28,344.00 budget appropriation of $27,467.55 to the Library Board leaves $290.45. Utility and other fund schedules (Electric, Water, Sewer, Refuse, Golf Course, sales-tax funds) are in the audit but their extracted figures were not used here because the summary statement’s columns did not extract legibly.

Debt and pensions

The audit’s long-term-debt note (Note 6) did not extract legibly — its tables render as scrambled fragments — so no bond or loan total is stated on this page rather than risk a misread figure. Two debt-related items that did extract cleanly: the General Fund paid a $4,750.00 finance lease in 2025, and the City’s proportionate share of the KPERS net pension liability was $432,597.00 (KPERS) and $499,907.00 (KP&F), measured June 30, 2025; under the Kansas regulatory basis that liability is not reported in the financial statement itself. The audit estimates a $39,699.23 liability for earned but untaken vacation pay.

Sources & notes

  • Only source used: City of Oswego audit, year ended December 31, 2025 (Jarred, Gilmore & Phillips, PA, Chanute; report dated June 2026), via the Kansas Department of Administration state portal. Read the audit (PDF).
  • Sum checks: General Fund receipts detail sums to $1,283,486.64; General Fund expenditure departments sum to $1,224,813.83; $1,283,486.64 − $1,224,813.83 = $58,672.81; $590,588.23 + $58,672.81 = $649,261.04; Employee Benefits $273,762.83 − $258,160.23 = $15,602.60 and $15,788.82 + $15,602.60 = $31,391.42. All verified by addition.
  • Extraction limits disclosed: the audit’s Statement 1 summary table renders with scrambled columns in the text layer, so no citywide receipts, expenditures, or ending-cash total is claimed. The long-term-debt note likewise did not extract legibly and is not summarized numerically. The General Fund receipts table’s totals row lists the current-year figure first while the detail columns list it second; the figures used here are the detail-summed current-year values, which also match the printed variances ($200,984.64 over the receipts budget; $358,097.17 under the expenditure budget).
  • City palette: no verified City of Oswego palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a city color.
