City of Iola, Kansas

The county seat of Allen County, presented through its own audited financial statements — not a budget, not a forecast.

Basis — read this first: every figure on this page comes from the City's audited financial statements for the year ended December 31, 2025 (regulatory basis under the Kansas Municipal Audit and Accounting Guide; unmodified opinion on that basis, adverse opinion on U.S. GAAP — the standard KMAAG pairing). The regulatory basis does not recognize capital assets or long-term debt, so this page reports receipts, expenditures, and unencumbered cash — not net position or debt. No 2026 budget figure is used here.

Overview

Iola's FY2025 audit (certified public accountant, Lawrence, Kansas, July 24, 2026) reports a city that spent slightly more than it took in during 2025: total receipts of $33,566,553 against total expenditures of $34,176,251. The Electric Utility accounts for most of the gap — it spent $10,842,946 against $9,820,475 in receipts — while the General Fund essentially broke even and the city's reserve funds (Equipment Reserve, street and capital-project funds) hold the bulk of its $22,421,828 ending unencumbered cash.

Citywide walk — FY2025

The walk below is the audit's own summary statement. Beginning cash plus receipts minus expenditures equals ending cash; adding outstanding encumbrances and accounts payable gives ending unencumbered cash.

ItemAmount
Beginning cash, Jan 1, 2025$22,455,556
Receipts, FY2025$33,566,553
Expenditures, FY2025−$34,176,251
Ending cash, Dec 31, 2025$21,845,858

Outstanding encumbrances and accounts payable of $575,969 bring ending cash to the reported ending unencumbered cash of $22,421,828. Note: $21,845,858 + $575,969 = $22,421,827, which is $1 below the audit's stated $22,421,828 — a $1 rounding difference inside the audit itself (its composition-of-cash section independently confirms $22,421,828: total cash $22,665,874 less agency funds $244,046). The audit's stated total is used throughout this page.

General Fund — FY2025

The General Fund is the City's chief operating fund. It took in $9,588,636 and spent $9,546,946, a surplus of $41,690 on the year.

ItemAmount
Beginning cash, Jan 1, 2025$458,664
Receipts, FY2025$9,588,636
Expenditures, FY2025−$9,546,946
Ending cash, Dec 31, 2025$500,354

Outstanding encumbrances and accounts payable of $253,791 bring the General Fund to an ending unencumbered cash balance of $754,145. That is about 7.9% of the fund's FY2025 expenditures — a thin cushion by the standards of the county dashboards in this batch, and it is reported here as stated, not smoothed.

Sources & notes

  • Only source used: City of Iola, Kansas, Financial Statements for the year ended December 31, 2025 (audited, regulatory basis). Read the audit (city agenda file, PDF).
  • Sum checks: the citywide walk, the General Fund walk, and each fund's beginning-plus-receipts-minus-expenditures arithmetic were checked before publishing; the single $1 difference in the audit's own citywide column is disclosed in the Citywide walk section.
  • What is missing: this page has no net position, capital-asset, or debt figures — the KMAAG regulatory basis does not recognize them — and no current-year budget. A newer verified document would be needed to update this dashboard.
  • City palette: no verified City of Iola palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a city color.
