Franklin County, Kansas

A Kansas county budget dashboard - adopted figures for 2025, not actuals, not a forecast. No 2026 figures appear on this page.

Basis — read this first: every figure on this page comes from the County's adopted budget form for 2025, titled 'City Budget Form - Short'. Read this carefully: the certificate page's fund table in this file is blank (totals 0 and 0) and no revenue neutral rate line was found, so there is NO printed certificate total and NO revenue neutral rate value to report - the totals below are computed from the fund pages and labeled as computed, never presented as printed totals. Separately, a 2026 adoption has been reported (Resolution 25-34, about 45.142 mills, about $18.7 million in ad valorem tax), but its full 2026 form was not located, so no 2026 figures are used anywhere on this page.

Sources & notes

  • Only source used: Franklin County, Kansas, adopted budget form for 2025 (fund pages, General Fund pages, and Statement of Indebtedness). Read the budget form (PDF).
  • Computed totals disclosed: the certificate page in this file is blank (totals 0 and 0) and no revenue neutral rate line was found - so the $33,974,053 / $18,297,187 levy totals and the $41,492,773 all-funds total are computed from the fund pages, not printed certificate totals, and no revenue neutral rate is reported.
  • No 2026 figures: a 2026 adoption has been reported (Resolution 25-34, about 45.142 mills, about $18.7 million ad valorem), but its full form was not located, so no 2026 figure appears on this page.
  • Sum checks: every levy fund's tax-required computation at 3.5% delinquent compensation, the General Fund's four page subtotals, the lease-purchase balances, and the 2024/2025 lease payments all reconcile exactly.
  • County palette: no verified Franklin County palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a county color.
