City of Elkhart, Kansas

A Kansas city audit dashboard — actual receipts and expenditures for the year ended December 31, 2025, on the Kansas regulatory basis, not a budget and not a forecast.

Basis — read this first: every figure on this page comes from the City's audited financial statements for the year ended December 31, 2025 (Hay•Rice & Associates, Chartered, July 20, 2026), on the KMAAG regulatory basis: unmodified opinion on the regulatory basis, adverse opinion on U.S. GAAP. The General Fund spent $93,498 more than it took in during 2025, falling from $704,280 to $610,782. The city's Statement 1 text layer is rotated and scrambled in extraction, so no city-wide receipts/expenditures total is claimed — only fund schedules that extracted cleanly and sum-checked are reported.

Overview

Elkhart's General Fund is the story of 2025: receipts of $1,008,032 against expenditures of $1,101,530, a $93,498 draw that cut its balance from $704,280 to $610,782 — still the city's second-largest fund balance. The Sales Tax Revenue Bonds fund (Series 1994) drew down harder, spending $290,129 against $171,210 in sales-tax receipts and falling from $949,154 to $830,235. Offsetting that, the Fire Equipment Replacement fund grew to $200,334 and the Special City Streets and Highways fund grew to $158,584 on $47,652 in gasoline-tax receipts against just $7,539 in spending. The city ended 2025 with $2,582,412 in total cash (cash on hand with the city clerk $600, checking accounts $57,610, time deposits $2,524,202), and the Employees' Benefits fund ended exactly at $0 after spending $243,254 against $226,197 in receipts. The city did not hold a revenue neutral rate hearing for this year, and there were no budget amendments.

Sources & notes

  • Only source used: City of Elkhart, Kansas, Financial Statements for the Year Ended December 31, 2025 (Hay•Rice & Associates, Chartered, July 20, 2026). Read the statements (PDF).
  • Sum checks: General Fund receipts build ($694,830 + $1,802 + $168,608 + $18,151 + $13,300 + $108,048 + $3,293 = $1,008,032); General Fund expenditures build ($356,330 + $201,482 + $39,758 + $7,346 + $268,361 + $91,468 + $63,455 + $73,330 = $1,101,530); General Fund walk ($704,280 + $1,008,032 − $1,101,530 = $610,782); Employees' Benefits ($17,057 + $226,197 − $243,254 = $0); Fire Equipment Replacement ($182,181 + $24,328 − $6,175 = $200,334); Special Streets and Highways ($118,471 + $47,652 − $7,539 = $158,584); Sales Tax Revenue Bonds ($949,154 + $171,210 − $290,129 = $830,235); cash composition ($600 + $57,610 + $2,524,202 = $2,582,412).
  • What is missing: Statement 1's text layer is rotated and scrambled in extraction, so the printed city-wide receipts, expenditures, and unencumbered-cash totals could not be verified digit-by-digit and are not claimed here. The water, sewer, sanitation, and remaining project funds' schedules were not extracted, and no long-term debt schedule was extracted, so no figures for them are claimed. The Indiana city of the same name was disregarded, as the inventory notes.
  • Jurisdiction palette: no verified palette for this jurisdiction was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a jurisdiction color.
