City of Atchison, Kansas

The county seat of Atchison County, presented through its adopted 2026 budget — not actuals, not a forecast.

Basis — read this first: every figure on this page comes from the City's adopted budget for 2026, certified as duly approved and adopted as the maximum expenditures for the various funds for 2026. Adopted budgets are spending authority, not money spent. The 2024 actuals shown for the General Fund are the budget form's own comparison column, labeled as such. A 2025 ACFR for the city exists on the state portal but was not used here, so no audited figure appears on this page.

Overview

Atchison adopted a 2026 budget of $24,578,540 in total budget authority, supported by $5,042,622 in 2025 ad valorem tax. The General Fund ($11,719,206) is just under half the budget; the two utilities — Water ($5,039,420) and Wastewater ($3,595,500) — together add another $8,634,920. The budget's revenue neutral rate is 44.865 mills; the budget form's library worksheet gives a 2026 library levy rate of 6.757 mills, and its TIF computation uses an estimated total levy of 46.358 mills.

Sources & notes

  • Only source used: City of Atchison, Kansas, 2026 adopted budget (State of Kansas city budget form). Read the budget (PDF).
  • Sum checks: the all-funds authority column and the debt components each sum exactly to their stated totals; the ad valorem column is $1 above the certificate total, disclosed in the All funds section.
  • What is missing: no audited figure is used on this page even though a 2025 ACFR exists on the state portal — the inventory record names the adopted 2026 budget as the best document, and this page follows it. The General Fund's full 2026 expenditure detail did not extract cleanly, so only its largest lines are named, not a full table.
  • City palette: no verified City of Atchison palette was on file, so this page uses the neutral Hometown Numbers dark-glass theme rather than a city color.
