Unofficial demonstration dashboard

Santa Rosa, California

Unofficial demonstration dashboard for Santa Rosa (Sonoma County seat), California, built from its FY 2025-26 Operations and Maintenance Budget.

Basis — read this first: figures are from the City of Santa Rosa’s FY 2025-26 Operations and Maintenance Budget (transmittal letter dated July 1, 2025; adoption June 17, 2025, per the council meeting record). The adopted total is $554,023,382 in expenditures across all funds. The transmittal’s rounded “$554 million” and “$478 million operating / $76 million capital” figures are narrative roundings of the same schedule and are not used as separate totals. Scope limit, disclosed: the All City Funds schedule excludes Internal Service Funds (reported on a separate schedule), so transfers in and out on that schedule do not balance; the schedule itself notes this. No total staffing or outstanding-debt figure is claimed from the summary schedules extracted.

Overview

Santa Rosa’s FY 2025-26 adopted budget totals $554,023,382 in expenditures across all funds, against $516,876,528 in revenues. The budget was adopted after the city closed a preliminary General Fund deficit of nearly $20 million with $11.6 million in additional reductions — eliminating 37.0 FTEs, cutting homeless services program funding by $1.4 million, and discontinuing the annual post-employment healthcare trust funding of $1.5 million — leaving an adopted General Fund deficit of $8.4 million to be covered from Fiscal Stability Reserves. The General Fund alone budgets $215,086,900 in revenues and $216,756,652 in expenditures. Estimated reserves fall from $394,200,000 at June 30, 2025 to $357,053,146 at June 30, 2026.
