State of Alaska

Alaska's fiscal year runs July 1 – June 30, and most of its unrestricted revenue comes from the Permanent Fund, not taxes. This page summarizes the FY 2027 enacted budget, revenues, reserves, and debt from official state documents, with every figure labeled by basis and every gap disclosed.

The color bar above is a simplified bar in the Alaska flag colors — it is not a rendering of the flag, and the hex values are generic web values, not official specifications.

Overview

Alaska's fiscal year runs July 1 – June 30. The current fiscal year is FY 2027, July 1, 2026 – June 30, 2027, funded by the FY 2027 enacted budget. Alaska's budget is unlike any other state's: most unrestricted revenue comes not from taxes but from the Alaska Permanent Fund earnings reserve draw (POMV) and from oil revenue.

Two enacted presentations, never blended: the Office of Management and Budget's Fiscal Summary (June 24, 2026) and the Legislative Finance Division's enacted structure differ — OMB's operating total is $13,104.7 million, while LegFin's enacted structure (which includes supplementals) totals $17,787.2 million all funds. Both are shown below, labeled, and never added together.

Enacted budget by fund source — FY 2027, two presentations

OMB Fiscal Summary, June 24, 2026 — revenues ($ millions)

RevenueFY 2027 enacted
Unrestricted revenue (traditional)$2,728.4
POMV draw from the Earnings Reserve Account$3,996.9
Unrestricted General Fund revenues$6,725.3
Designated General Funds$1,127.4
Other funds$2,277.1
Federal funds$6,387.9
Total revenues$16,517.7

OMB operating expenditures ($ millions) — components sum to $13,104.8M, $0.1M above the published total

Operating expenditureFY 2027 enacted
Unrestricted General Fund$5,568.7
Designated General Funds$931.9
Other funds$2,060.3
Federal funds$4,543.9
Total operating (as published)$13,104.7

For comparison, the FY 2026 Management Plan plus supplementals: revenues $17,454.5 million; operating $13,748.2 million. The Governor's 10-Year Plan (revised January 27, 2026) forecast traditional unrestricted revenue of $2.2 billion for FY 2027 (at $62 per barrel, 517,800 barrels per day) plus a statutory POMV draw of $4.0 billion, for a $6.6 billion unrestricted estimate — a plan basis that differs from the enacted $6,725.3 million and is labeled as such.

Legislative Finance enacted structure, excluding fund transfers ($ thousands)

Enacted structureFY 2027 enacted
Operating, Unrestricted General Fund$6,226,435.8
Capital, Unrestricted General Fund$354,570.9
Total enacted, Unrestricted General Fund$7,158,687.1
Designated General Funds$1,149,065.8
Other funds$2,380,144.5
Federal funds$7,099,302.6
Total enacted, all funds$17,787,200.0

LegFin's operating UGF figure ($6,226,435.8 thousand) already reflects vetoes of $52,395.8 thousand against an enrolled $6,278,831.6 thousand — the veto math is exact. LegFin's total enacted UGF ($7,158,687.1 thousand) exceeds its operating + capital UGF lines because the enacted structure includes additional UGF items beyond operating and capital; the table shows the published totals, not a forced sum of two lines.

Revenues by source — the Permanent Fund is the revenue story

Traditional unrestricted revenue, FY 2027 enacted (OMB)$2,728.4 million
POMV draw from the Earnings Reserve Account, FY 2027 enacted (OMB)$3,996.9 million
Unrestricted General Fund revenues, FY 2027 enacted (OMB)$6,725.3 million
Designated General Funds, FY 2027 enacted (OMB)$1,127.4 million
Other funds, FY 2027 enacted (OMB)$2,277.1 million
Federal funds, FY 2027 enacted (OMB)$6,387.9 million

The POMV draw ($3,996.9 million) is 59.4% of unrestricted General Fund revenues ($6,725.3 million) — the Permanent Fund's earnings, not oil taxes, are now the majority of Alaska's unrestricted revenue. The 10-Year Plan's traditional-revenue forecast ($2.2 billion at $62 per barrel) is a plan-basis estimate, not the enacted figure.

Alaska Permanent Fund — June 30, 2026 (FY 2026 year-end, labeled)

Total fund value, June 30, 2026$91.9 billion
Principal$73.8 billion
Earnings Reserve Account$18.1 billion
Fiscal-year return (FY 2026)12.42%

Permanent Fund Dividend, 2026 (paid October 2026)

Dividend paid per eligible Alaskan$1,200
Base dividend (set by the Legislature in the budget)$1,000
Energy relief payment (triggered by oil-price terms)$200
Total state spending on the dividendOver $800 million
Payment roundsOctober 1, 2026 (direct deposit); October 22, 2026 (checks)

Not the statutory formula: the statutory-formula dividend would have been about $3,800. A House Finance proposal in April 2026 would have spent about $2.4 billion (including about $1.4 billion from the Constitutional Budget Reserve) — it did not pass. The compromise actually paid was $1,200. Never present $3,800 as the paid dividend, and never present the Governor's FY 2026 proposal of $3,900 as enacted.

Expenditures

Operating, all funds (OMB, FY 2027 enacted, as published)$13,104.7 million
Total enacted, all funds (LegFin structure, FY 2027)$17,787.2 million
Permanent Fund line, FY 2027 enacted (LegFin agency summary)$674,071.2 thousand

The Permanent Fund line is shown as published, in thousands, without conversion to a per-person figure — the dividend is paid per eligible Alaskan, but the agency line is an appropriation, not a dividend, and the two must not be conflated. Agency-level enacted detail beyond the Permanent Fund line was not extracted and is not guessed here.

Fund balance & reserves

Constitutional Budget Reserve Fund, invested balance, June 30, 2025~$2.93 billion
Pooled general-fund investment accounts, June 30, 2025~$3.4 billion
Combined CBRF accounts, as of 2024 (Senate briefing)~$2.9 billion
Permanent Fund Earnings Reserve Account, June 30, 2026$18.1 billion

The Constitutional Budget Reserve is Alaska's rainy-day fund; the Earnings Reserve Account is a different pool — it funds the POMV draw and the dividend. The two are never added together as "reserves." The CBR figure above is the Dept. of Revenue Treasury briefing to the House Finance Committee (January 30, 2026), which supersedes as a citation the earlier press figure quoting Sen. Kiehl (~$2.9 billion, November 2025) — the two are consistent.

Alaska Municipal Bond Bank Authority bonds ($917.0 million outstanding at June 30, 2025) are a separate authority and are never added to state GO debt.
