Basis — read this first: Every figure on this page is from Northwest Arctic Borough Ordinance 25-04, the FY26 line-item budget (July 1, 2025–June 30, 2026), as shown in the borough’s May and June 2025 Regular Assembly packets. Adoption is from the minutes, NOT from a signed enacted copy: the April 29, 2025 motion to approve Ordinance 25-04 passed unanimously, and the May 20, 2025 motion to enact it as amended passed unanimously — but the signature and date blanks are blank in both packets, so no signed enacted copy exists on file. The amended appropriation is $31,544,769 (June packet, Ordinance 25-04 Section 3). All May-packet General Fund figures are labeled PRE-AMENDMENT ONLY: they predate the May 20 education amendment and are not the amended budget. The May 20 education amendment amount is $3,648,387.00; it is NOT the rescinded April 29 motion for a $3,508,387.00 school land-lease donation, which was rescinded by its mover and seconder. A $64,000 difference between the amended increase and the amendment amount is unreconciled in the packets and is disclosed, not explained, below. This is the Northwest Arctic Borough government: it is not the City of Kotzebue and not the Northwest Arctic Borough School District.

Overview

Northwest Arctic Borough’s FY26 line-item budget (Ordinance 25-04) was enacted as amended on May 20, 2025, at an amended appropriation of $31,544,769, up from the pre-amendment appropriation of $27,960,382 — an increase of $3,584,387. The May 20 education amendment itself was $3,648,387.00, funded by $1,537,586.00 in excess revenue plus $2,110,801.00 in fund balance, and it passed by majority (not unanimously). The May-packet proposed General Fund figures — revenues $29,497,968, total expenditures $27,960,382, and a Local Education Contribution of $6,568,263 — are pre-amendment figures only; no revised post-May 20 General Fund exhibit was retrieved, so no revised education total is shown on this page.

Revenue

The only General Fund revenue figure retrieved is the May-packet proposed (pre-amendment) figure below. No revised post-May 20 revenue exhibit was retrieved, so no amended revenue total is shown. The $1,537,586 excess is the May proposed excess of revenues over total expenditures, and it funded part of the May 20 education amendment.

ItemAmount

Excess of revenues over total expenditures, May proposed$1,537,586

Spending

The May-packet proposed General Fund exhibit below re-adds exactly to its proposed total; every row is labeled PRE-AMENDMENT. The amended appropriation row is a separate June-packet figure and is not a sum of the May rows — no revised post-amendment exhibit exists on file to decompose it.

ItemAmount
Amended appropriation, Ord 25-04 Sec. 3 (June packet)$31,544,769

TOTAL EXPENDITURES, May PROPOSED (pre-amendment)$27,960,382

Disclosure — $64,000 unreconciled: the amended appropriation exceeds the pre-amendment appropriation by $31,544,769 − $27,960,382 = $3,584,387, which is $64,000 less than the $3,648,387.00 May 20 education amendment amount. The packets checked provide no revised exhibit reconciling the two; this page does not invent one. Not the amendment: the April 29 motion for a $3,508,387.00 school land-lease donation was rescinded by its mover and seconder and is not the education amendment.

  • Adoption disclosure: adoption is from the minutes only. April 29, 2025: motion to approve Ordinance 25-04 passed unanimously (roll call). May 20, 2025: motion to enact as amended passed unanimously (roll call); the May 20 education amendment passed by majority, not unanimously. • Sum checks: May proposed Total Operations $9,456,319 + Total Other Appropriations $9,073,293 + Total Transfers from General Fund $9,430,770 = $27,960,382; Local Education Contribution $6,568,263 + Water/Sewer Subsidy $2,505,030 = $9,073,293 (Total Other Appropriations); May proposed revenues $29,497,968 − total expenditures $27,960,382 = $1,537,586 excess; education amendment funding $1,537,586 + $2,110,801 = $3,648,387; amended increase $31,544,769 − $27,960,382 = $3,584,387, $64,000 short of the amendment amount (unreconciled, see Spending).
  • Separate budget not included: Ordinance 25-05 (FY26 Village Improvement Fund budget), adopted in the same period, is a separate budget and is not part of the Ordinance 25-04 appropriation shown here.
  • Identity: this is the Northwest Arctic Borough, Alaska. It is not the City of Kotzebue (the borough seat) and not the Northwest Arctic Borough School District.
  • Not yet on this page: livability, housing prices, and schools sections, and a neighbor comparison. No Alaska livability, housing, schools, or neighbor peer datasets exist on file, so no figures for those sections are shown here and no neighbor figures are hand-filled; they come in Alaska's standard pass.
  • Jurisdiction palette: no verified rendered homepage palette was on file for this jurisdiction, so this page uses the neutral Hometown Numbers dark-glass theme rather than a jurisdiction color.
