Mobile County, Alabama

Presented through the Mobile County Commission's FY2027 Budget. This is the COUNTY government — not the City of Mobile, which is a separate government with its own dashboard. Nothing on this page is a City of Mobile figure.

Basis — read this first: Every figure on this page is an FY2027 ADOPTED budget figure from the Mobile County Commission's official FY2027 Budget (fiscal year October 1, 2026–September 30, 2027), adopted September 28, 2026. Disclosure — two different totals, never the same figure: the functional budget for ALL departments totals $315,204,405.30 in expenses, while the General Fund budget totals $232,989,742. The $315.2 million figure covers all funds and departments; the $232,989,742 figure covers the General Fund only. They are different scopes and are never added together or presented as one total on this page. Budget figures are adopted authority, not audited actuals.

Overview

The County's FY2027 functional budget puts all-department expenses at $315,204,405.30, led by General Government at $120,445,219.89 (38.21%) and Public Safety at $106,398,911.39 (33.76%). The General Fund alone is budgeted at $232,989,742 in both revenues and expenditures (printed in the functional detail as $232,989,741.78 — the $0.22 difference is rounding in the book's own presentation; this page uses the book's rounded $232,989,742 headline). General Fund revenue is up $6,234,134 (about 2.7%) on FY2026, while General Fund expenditures excluding operating transfers are up only about 0.5%. Headline FY2027 changes: a 2.5% mid-year cost-of-living adjustment, funding the full risk of a self-insured health program, capital and operational investment in the Aquatic Center and Soccer Complex, expansion of Blueway access at Chickasabogue Park and River Delta Marina, and the establishment of the Cypress Creek Golf Course as an enterprise fund effective October 1, 2026 (its $1,000,000 of green fees and cart rentals moves out of the General Fund into that fund).

The nine functional totals below re-add exactly to the book's grand total of $315,204,405.30. Largest departments inside General Government include the County Commission ($17,313,206.49), General Support Services ($11,266,102.00), Revenue Commission Reappraisal ($10,444,215.50) and the License Commissioner ($9,471,863.80). Inside Public Safety, the Sheriff's Metro Jail ($36,827,229.39) and Sheriff Administration ($36,075,877.11) together account for $72,903,106.50.

Scope note: this functional total is NOT the General Fund. It spans every fund in the book, including the Special Highway Tax Fund, Road and Bridge Fund, County Improvement Fund, Reappraisal Fund, Gasoline Tax Fund and Cigarette Tax Fund, whose revenues the book totals at $361,287,708.51 across all funds. That all-funds revenue figure is not presented as a surplus over the $315,204,405.30 expense total — the two cover different fund groupings and the book does not print that difference as a balance.

General Fund

General Fund revenues re-add exactly to $232,989,742: taxes $137,365,000 (including sales tax $85,500,000 and real-property taxes $39,000,000) + intergovernmental $50,701,500 + charges for services $24,642,000 + licenses and permits $1,625,000 + miscellaneous income $3,435,000 + reimbursements $309,250 + operating transfers in $776,879 + carryover $14,135,113. General Fund expenditures by function (excluding operating transfers out) re-add exactly to $227,332,155; adding operating transfers out of $5,657,587 gives $232,989,742.

Disclosure — why General Government appears as two different numbers: the comparison table above shows General Government at $84,887,700 excluding transfers, while the book's functional-detail section shows General Fund General Government at $90,545,286.64 (38.86% of the General Fund). The difference is the $5,657,586.62 of "Other Financing Sources/Uses — General Fund" counted inside General Government in the detail section — essentially the $5,657,587 of operating transfers out (District and Education Projects $2,550,000; Cypress Creek Golf Course $1,612,675; Commission Carryforward Initiatives $1,045,000; Senior Programs $198,841; Foster Grandparent $147,979; RSVP $103,092). Both presentations are the book's own; this page does not average or reconcile them into a third number. Public Safety is $106,398,911.39 in both presentations — 45.67% of the General Fund, but only 33.76% of the all-department total, because the denominator changes.

  • Identity: this is the Mobile County Commission, Alabama — a county government. The City of Mobile is a separate government (see the separate City of Mobile dashboard); city figures never appear here, and county figures never appear there as city figures.
  • Scope disclosure (repeated): $315,204,405.30 is the all-department functional total; $232,989,742 is the General Fund only. They are different scopes, never the same figure.
  • Jurisdiction palette: no verified palette was established for this jurisdiction from its official site, so this page uses the neutral Hometown Numbers dark-glass theme rather than a jurisdiction color.
  • Photo: no hero photo is shown — no candidate photo met the photographer-and-license verification standard on its source page, so none was substituted.
