Disclosure — $1 rounding gap: the nine lines above sum to $403,505,062, which is $1 above the book's printed total of $403,505,061. This page uses the printed total and discloses the $1 gap rather than forcing the total. (The book's FY2026 column shows the same $1 pattern: components sum to $416,877,232 against printed resources of $416,877,233.) Total resources and total expenditures both print as $403,505,061, so the adopted General Fund balances on the book's own totals.

Capital
The Capital Improvement Program for FY2027 is $32,000,000: $4,000,000 in each of the seven council districts plus $4,000,000 for citywide priorities. That $32,000,000 sits inside total capital expenditures of $43,208,582, which re-add exactly from: district miscellaneous capital improvements $28,000,000 (7 × $4,000,000) + capital — citywide $4,000,000 + capital — CBG-eligible census tracts $4,000,000 + other capital expenses $2,550,000 + economic incentive $4,658,582. The Capital Fund's transfers in total $73,871,040 (including sales tax distribution $54,892,000 and a General Fund allocation of $16,440,913); capital expenditures $43,208,582 plus debt service $33,853,695 (general obligation warrants $31,970,450 + cruise terminal $1,863,245 + bank service charges $20,000) exceed transfers in, and the book closes the fund to a $0 net balance by applying $3,188,432 of funds remaining from completed or inactive projects against a $3,188,432 unallocated deficit. Scope note: the five-year capital plan's FY2027 revenue and available funds of $73,873,845 is $2,805 higher than transfers in because it includes the $2,805 previous-year ending balance.
