Overview
Livingston's primary-government net position rose $625,388 in fiscal 2025 — reversing a $124,360 decrease the year before — to $2,918,191 at September 30, 2025. The improvement came from revenues and transfers of about $4,965,000 against expenses of about $4,340,000 (management's discussion figures, rounded to thousands; exact change $625,388). Sales and use taxes rose to about $2,067,000, and program revenues rose about $541,000, including $418,000 of ARPA sewer grant funds and an ADECA rail spur grant. But the headline hides a deficit: unrestricted net position was negative $1,566,186 — the City's net position is positive only because $4,148,658 is invested in capital assets that cannot be spent. Total governmental fund balances slipped $47,354 to $1,759,381, and the General Fund balance slipped $9,962 to $1,328,889.

Net position
Exact walk from the Statement of Net Position: assets $7,608,700 + deferred outflows $435,613 − liabilities $4,311,351 − deferred inflows $814,771 = net position $2,918,191. The composition below is management's discussion table, rounded to thousands; the exact split is net investment in capital assets $4,148,658, restricted $335,719 (highways and streets $293,107, capital improvements $460, municipal court $42,152), and unrestricted −$1,566,186.

| Restricted | $335 | $518 |
| Unrestricted | -$1,566 | -$1,751 |
| Total net position | $2,918 | $2,293 |
Disclosure — rounding: this table is in thousands as printed in the MD&A; its 2025 column re-adds only approximately (assets $7,609 + outflows $436 − liabilities $4,312 − inflows $815 = $2,918, matching the rounded total, but individual exact figures differ — use the exact walk in the paragraph above for precision). Capital assets net rose $759,962 in the year (to $5,256,281 from $4,496,319), driven by capital outlays net of $1,245,403 against depreciation of $485,441, including about $218,000 of rail spur construction in progress, about $418,000 of sewer project costs, about $270,000 for a financed freightliner truck, and about $266,000 of paving.

Revenues & expenses
Management's discussion figures, rounded to thousands. Revenues and transfers re-add exactly in thousands: charges and services $1,393 + operating grants $207 + capital grants $581 + sales and use taxes $2,067 + property taxes $351 + waste bill taxes $95 + intergovernmental revenues $140 + investment earnings $27 + miscellaneous $48 + transfers $56 = $4,965. Expenses re-add exactly in thousands: general government $625 + public safety $1,524 + public works $1,549 + cultural and recreation $484 + municipal court $103 + interest and fees $55 = $4,340. Rounding disclosure: $4,965 − $4,340 = $625 (thousands) versus the exact change in net position of $625,388 — a $388 gap that is purely the MD&A's rounding to thousands, not a missing item.

| General government | $625 |
| Cultural and recreation | $484 |
| Municipal court | $103 |
| Interest and fees | $55 |
| Total expenses | $4,340 |
Year-on-year context from the same table: total expenses were essentially flat ($4,340 vs $4,346 in 2024) with a shift from general government ($890 in 2024) to public safety ($1,317 in 2024), which the MD&A attributes mainly to higher police and fire salaries; the expense decrease overall is attributed mainly to lower pension expense from higher-than-expected investment income. Program revenues rose about $541,000 on the ARPA sewer and rail spur grants.

Funds & debt
Governmental fund walk: beginning balance $1,806,735 − net change $47,354 = ending balance $1,759,381. The General Fund fell only $9,962 (from $1,338,851 to $1,328,889) even though its budgetary-basis expenditures of $4,628,303 exceeded its budgetary-basis revenues of $4,137,156 by $491,147: the MD&A explains that actual revenues beat budget by $140,781 (taxes about $70,000 over, licenses and permits about $62,000 over), loan proceeds of about $270,000 were not in the original budget, and operating transfers came in about $147,000 under budget, while expenditures beat budget by $297,402 (capital about $133,000 over, debt service about $108,000 over, general government about $125,000 over, partly offset by lower court and public safety costs). Disclosure: no full General Fund walk is shown because the fund statement's transfer columns did not extract cleanly from the source PDF; only the MD&A- and reconciliation-verified figures above are used. Major funds are the General Fund, the Four and Five Cent Gas Tax Fund ($99,856, down $119,362 after about $92,000 transferred for paving-loan payments and $88,000 of paving work), and the ARPA Sewer Fund, created in the year, through which $418,000 was received and expended for wastewater management.
| Long-term liabilities | Sep 30, 2025 |
|---|---|
| Notes and leases payable | $1,458,940 |
| Compensated absences | $345,434 |
| Post-employment benefits (OPEB) | $1,086,215 |
| Net pension liability | $815,014 |
| Total long-term liabilities | $3,705,603 |
Walk: $1,458,940 + $345,434 + $1,086,215 + $815,014 = $3,705,603, matching the MD&A's $3,705 thousand. The MD&A's narrower "long-term debt" figure of $2,890,589 is the same total excluding the pension liability ($1,458,940 + $345,434 + $1,086,215 = $2,890,589). Notes and leases payable itself re-adds from the Statement of Net Position: current portion $135,470 + noncurrent $1,323,470 = $1,458,940. During the year the City repaid $132,233 of long-term debt and took on $269,551 of new debt proceeds (including the financed truck). The pension liability fell from $1,467,669 to $815,014. Cash at year-end was $1,531,422 plus certificates of deposit of $1,479. Sumter County's finances are separate; nothing on this page consolidates the county.
